Driving a scooter without a driver's license & boosting your scooter? Fines in 2024

The Netherlands wouldn't be the Netherlands if you didn't have to ask permission for everything. This also applies to scooter riding. In this article we look at the rules for riding a scooter and the consequences of driving without a driver's license. Which driver's license do I need to drive a scooter or moped?

You need a driver's license to drive a scooter or moped in the Netherlands. On October 1, 2006, the moped certificate was replaced by the driving license category AM. So if you want to drive a scooter, make sure you have a driver's license with an AM entry.

What are the fines for driving without a license in 2024?

The fine base for driving without a driver's license in 2022 is:

  • Driving without a driver's license: €270
  • Driving while driving license has been revoked: €290
  • Not being able to show a driver's license: €100
  • Incorrect or not properly legible driver's license: €75
  • No longer valid (less than 1 year): €75
  • Driver under 16 years old: €135
  • Let it drive/leave it on the road without insurance: €430

  • You are not insured in the event of an accident if your scooter is tuned up.
  • If you are caught, your moped or scooter can be confiscated.
  • You will receive a hefty fine if your scooter drives faster than the permitted speed.

Fines for exceeding the speed limit

It is a thorn in the side of every scooter rider: The roller bench. If your motorized two-wheeler turns out to be driving too fast during an inspection, there will be an unpleasant price tag.

  • 11 to 15 km/h too fast: €140 fine

Wok notification

In addition to a fine, if you violate the speed limit, you run the risk that your scooter will receive a so-called WOK notification. You might think you are being invited to dinner, but the opposite is true. WOK stands for Waiting for Inspection. This means that your scooter does not meet the technical requirements and that you are therefore not allowed to ride it until it has been re-inspected by the RDW.

When are you at risk of a wok notification?

A wok notification can be given for various reasons. The most common reason is a scooter that drives faster than the permitted speed, determined during a roller bank check. But there is also a risk of a wok message if there are worn tires, no lighting or protruding parts.
